对民用爆炸物品安全管理的思考Some Thoughts of Safety Management in Civil Explosive

摘要(Abstract)：
民用爆炸物品被广泛应用于经济建设的各方面。因为其危险性和破坏性,它的管理关系到人民群众的生命财产安全和社会稳定。在广泛查阅资料和相关文献的基础上,从民用爆炸物品管理现状入手,简要从制度和实务上介绍了我国在民爆行业管理的成效,同时从个人、企业和政府方面浅要地分析了民用爆炸物品在安全管理方面的企业安全管理不力、政府监管不善、制度建设不全等问题,着重于行政管理和立法方面上提出了加强制度建设、推动法律修订、发动社会监督力量、采用信息化管理、发挥专业协会力量等建议,以期推动民用爆炸物品的安全管理的完善。
