小型民用爆炸物品储存库安全管理的思考Thoughts on Safety Management of Miniature Civil Explosives Magazine

摘要(Abstract)：
依据国家现行的关于小型民用爆炸物品储存库的有关法律法规、标准规范,梳理了目前关于小型民用爆炸物品地面储存库存在的内外部安全距离不足、建筑结构不合格、防雷设施不合格、民用爆炸物品未按规定安全摆放等问题,针对当前我国小型民用爆炸物品储存库存在的以上安全管理问题,举例存在的安全隐患及发生的事故案例,分析一系列事故发生的根本原因。建议公安部在修改《小型民用爆炸物品储存库安全规范》(GA838—2009)对于爆破作业单位使用的小型民用爆炸物品储存库数量做出明确规定,民爆行业主管部门能够从严管控,有效发挥危险品现场监督管理机构的职能作用,从法律法规标准的制定和修订到实施应广泛征求民爆各行业意见,保证管理的有效性。
